WASHINGTON, DC—David Bloomgren, senior advisor in the administrator’s office of the US Environmental Protection Agency, is joining the Washington office of Hill+Knowlton Strategies as a senior vice president in the public affairs practice, focusing on energy and environment issues. In addition to serving as an advisor at the EPA during the Obama administration, Bloomgren has led communications for the agency’s environmental compliance division and the Office of Air and Radiation. Prior to joining EPA, he was a senior strategist at Edelman.

NEW YORK—Emanate has added two to its New York-based team.  Lisa Rigney will serve as vice president for the agency’s food and beverage clients, while Mike Kytoski joins as senior associate for digital. Rigney joins Emanate from M&P Food Communications, where she led work for clients including Quaker Oats and the National Cattlemen’s Beef Association. Kytoski previously served as digital marketing manager for a technology startup.

DENVER—GroundFloor Media has hired Jeremy Story as vice president and promoted Jim Licko and Gil Rudawsky to the same title. Story comes to GFM with nearly 20 years of experience as co-founder of Story + Welch and vice president at Weber Shandwick as well as client-side roles at StorageTek, Sun Microsystems and US West. Licko joined GFM in 2009 and was most recently senior director of social media and digital strategy. Rudawsky also joined GFM in 2009 as a senior director of communications.

COLUMBIA, MD—Maroon PR has promoted Kristen Seabolt and Eve Hemsley to senior account executives. The firm has developed four divisions: sports; lifestyle and outdoors; growing business; and hospitality and entertainment; Seabolt will oversee the lifestyle and outdoors division, while Hemsley will lead the growing business division. Both joined Maroon PR as associate account executives in 2011.
