DALLAS—Luke Marchant, a political campaign operative and public affairs expert, has joined the Dallas public affairs practice of Hill+Knowlton Strategies as a vice president. Having started his career with US Sen. John Cornyn and worked on campaigns for US Rep. Pete Olson, US Sen. Marco Rubio, Attorney General Greg Abbott, Marchant returned home to Texas in 2011 to start a boutique public affairs and political consulting firm. and later joined Mammoth Marketing Group, where he focused on grassroots organization, voter contact and digital messaging

LOS ANGELES—Rally, a communications firm specializing in issue advocacy, has hired Shayna Englin as a principal. Englin comes to Rally from Change.org, where she served as managing director, North America. In addition, Latia Curry, a veteran strategist and director in Rally's Los Angeles office, has been promoted to principal after three years with the firm.
