WASHINGTON — Matthew Plaster has joined TwinLogic Strategies as VP. Previously serving as the broadband policy advisor for US Sen. Shelley Moore Capito, Plaster helped in shaping broadband policies and driving strategic initiatives for nationwide broadband deployment. Prior to his role with Sen. Capito, Plaster worked in government affairs for the First Responder Network Authority (FirstNet), working on the deployment of a nationwide broadband network for public safety. Additionally, he supported  the Senate Committee on Commerce, Science, and Transportation, where he focused on emerging technology, consumer protection, data privacy, and broadband deployment policies.

Allison Matthews was previously a senior VP at FleishmanHillard, where she oversaw public relations and consumer marketing programs. Jenna Matthews was a senior VP at Weber Shandwick, where she focused on purpose-driven campaigns for renowned global and national brands. Her expertise spans industries including consumer packaged goods, technology, healthcare, and food and beverage.

NEW YORK — The Bliss Group has promoted Keri Toomey to head of employee experience. Toomey, who most recently served as senior VP and professional services practice co-lead, will be responsible for implementing an employee development and engagement strategy to foster professional growth and ensure excellent client outcomes. Toomey brings 15 years of experience in marketing and communications within the professional services industry.
