DALLAS—After nearly three years as US Southwest market leader and a managing director for Burson-Marsteller, Matt Burns is returning to UnitedHealthcare as vice president of communications for the company’s $40 billion Medicare business. Burns had joined Burson from United Healthcare, where he was director of corporate communications, in 2009. Earlier in his career, he was director of communications for the 2008 Republican National Convention and a press secretary at the US Department of Veterans Affairs.

BETHPAGE, NY—Cablevision Systems Corporation has appointed Cindi Buckwalter as senior vice president, investor relations. She will report to Cablevision vice chairman and chief financial officer, Gregg Seibert and will be the primary interface between Cablevision and the investment community. Buckwalter most recently served as vice president of investor relations for Scientific Games, a global lottery and gaming technology and services provider. 

WASHINGTON, DC—The Association of Public Television Stations has promoted Kate Riley to vice president, government and public affairs. She will manage congressional relations, state government liaison, the Association’s work with federal departments and agencies, communications, grassroots and grasstops advocacy, and strategic partnerships. Riley joined APTS in May 2010 after working as legislative director for Congresswoman Loretta Sanchez.

Prior to joining Yappn, So was the director of operations at CHF Investor Relations.
