LONDON—Car parts and bicycle retaier Halfords has appointed Teneo Blue Rubicon as its financial communications and investor relations agency. Teneo Blue Rubicon will also provide support across Halfords’ corporate communication activities. Z-PR remains Halfords’ retained agency for consumer PR.

LONDON—The Co-op's food business has appointed M&C Saatchi PR as its retained PR partner. The agency will support the convenience retailer in 2016 and beyond, amplifying differentiators from ethical sourcing to championing the retailer's many small British suppliers and showcasing the quality of the retailer's broad wine offering to consumers.

MILAN—Mailander, a 30-year-old Italian agency, has become PROI Worldwide’s latest member firm. Mailander’s expertise includes financial communication services for listed companies, those undergoing an IPO, and for financial and private equity companies or groups. The agency also has corporate communication and branding expertise for clients in the industrial, banking and services sectors and for destination marketing.

LONDON—Hill+Knowlton Strategies has appointed Alex Silcox as managing director, integrated creative services. Silcox will oversee creative integration throughout the agency and with its creative studio, Bisqit, and will also be focusing on developing and broadening H+K’s relationship with Huawei, the Chinese telecoms giant. He previously 17 years at leading content marketing agency John Brown Media, where he was executive director.

LONDON—We Are Social has appointed Harvey Cossell as head of strategy. Cossell started his career as a marketer for GlaxoSmithKline, before switching agency-side as a planner. He has worked for WCRS and then Euro RSCG (now Havas), and later joined JWT where he worked for brands including Smirnoff, Bailey's, Kenco and Toni & Guy. He was most recently with content agency Adjust Your Set where he built the agency's strategic offer and planning team.

MOSCOW—Buman Media is working with the Association of Chartered Certified Accountants. The agency carries out media analysis, develops local PR strategy, initiates press publications and performs other activities in the communications sphere. In addition, French high-technology glass lens manufacturer Essilor chose Buman Media  as a digital communications partner.

LONDON—MIB (Motor Insurers’ Bureau) has retained TVC to help reduce the number of people driving without car insurance through a new awareness campaign. Campaign activity will seek to move the conversation beyond car insurance, to safety and protection particularly within local communities, and put the spotlight on the consequences of driving without insurance.

LONDON—Babel, an integrated technology PR and communications agency, has promoted Matt Humphries to UK MD. Humphries joined the Babel team in August 2008, and has since led communications campaigns for global brands including Epson, Netscout, BICS, and Ruckus Wireless. Most recently, he was a director in Babel's London office, leading the firm's new business initiatives and telecoms practice.
