NEW YORK — Citizen Relations has appointed Neil Mohan as senior VP and Sol Carmona as director of creative marketing following the launch of the agency’s digital group, dComm3. Most recently, Mohan led Canadian creative partnerships at Meta and worked on creator marketing platforms on Facebook and Instagram. Carmona has a background with National PR with creator marketing experience spanning across CPG, healthcare, technology and retail.

WASHINGTON — Signal Group has hired Madeleine Russak as a VP to bolster its public affairs practice and healthcare expertise. Russak brings a decade of strategic communications and media relations experience to Signal, having worked for members of congress, congressional committees, advocacy organizations, and political campaigns. Most recently, Russak served as communications director for U.S. Sen. Mazie Hirono, where she developed and executed all media strategies and served as a senior communications and policy advisor to the senator. She also worked as the deputy communications director for the Senate Health, Education, Labor, and Pensions (HELP) Committee for former ranking member and chair U.S. Sen. Patty Murray.

SAN FRANCISCO — Kate Mcllroy has joined Mission Control Communications as a VP. Mcllroy will support the firm’s growth in North America and Europe. She joins from Finn Partners, where she spent three-plus years, most recently as an associate VP.
